Tell City of Portland to prioritize water affordability

It's official: The $2.5 billion Bull Run Water Filtration Plant, which has been plagued by transparency and accountability issues for years, is set to increase water rates by 9.8% annually for all Portland Water Bureau (PWB) ratepayers from Sandy to Portland, doubling water rates within the next decade. This was decided by Portland City Council on May 20, and the rate increases begin on July 1, 2026.

Making a basic necessity of life this expensive is going to force many people out of the region (the City of Gresham already left PWB because of this). This will tear apart the fabric of communities from Sandy to Portland.

Construction of the Bull Run Water Filtration Plant is also bulldozing through the tight-knit communities of Cottrell in north Clackamas County and Pleasant Home in east Multnomah County. Only some residents of these communities will receive water from the new Bull Run facility; all residents are experiencing outsized impacts to their daily lives.

Large tracts of farmland have been destroyed, tree nurseries and other local businesses have been impacted, wells are malfunctioning, and many residents have experienced severe disruptions to daily life including reduced access to school, work, emergency services, and even their own properties. We need to speak up for this small community that's being sacrificed by and for a large city.

Help us advocate for affordable water rates, accountable projects, and alternatives that work for water treatment.

Together, we call on the Portland Water Bureau and Portland City Councilors to pause the Bull Run Water Filtration Plant. Instead, Together for an Affordable Portland would like local leaders to TAP into:

  • Affordability: Affordable water bills for Portland Water Bureau ratepayers from Sandy to Portland, and compensation for the farmers, nursery operators, and other residents of Cottrell that have lost land, livelihoods, and livability due to the Bull Run Water Filtration Plant.
  • Accountability: The public deserves more insight into Portland Water Bureau’s decision-making, a true voice in projects that directly impact their lives, and safeguards to prevent community-wide impacts. We also call for an anti-displacement analysis regarding potential impacts of increased water bills on Portland ratepayers.
  • Alternatives that work: The Bull Run Water Filtration Plant is only 30% complete, and due to the significant estimated cost of the project ($2.5 billion is a conservative estimate), building a new alternative would still be cheaper. There are other, more affordable, and less invasive ways to accomplish what the Bull Run Water Filtration Plant is attempting. We recommend that the Portland Water Bureau explore options like UV treatment, locating a smaller plant closer to water recipients, and/or resuming water testing and reporting to renew its agreement with the Oregon Health Authority.
